How it Started

This idea was born when Councilman Richard A. Starr, a dedicated representative of Cleveland’s Ward 5 known for his deep commitment to uplifting residents and strengthening neighborhoods saw a beautiful home listing shared on social media by the List Sell & Buy Team and immediately thought: This could be someone’s dream home.

He recognized that while the property was ideal for one of his constituents, traditional homeownership was out of reach for many in his community. The person he had in mind simply couldn’t afford it despite the desire, stability, and readiness to be a homeowner. That sparked a collaborative vision to create the Heart of the Community Raffle: a way to give someone who isn’t a conventional buyer a real shot at homeownership.

Winning a home for less than the cost of a coffee is truly a life changing experience. This opportunity creates an even playing field for anyone in the community to have an opportunity for home ownership even if you currently do not have the means to buy a home. Once you win, you can choose to live in the home, decide to rent it out as an income source, or resale it. The possibilities are endless and life changing.
Tickets are $100 each.
You can only reserve 20 tickets at a time online, but otherwise there is no limit.
We show a live countdown on the website. If reserves are not reached by the deadline, we cancel the drawing and process your refunds if you choose the refund option at purchase.
The taxes on the home are the responsibility of the winner. The IRS requires that taxes on prizes valued greater than $5,000 must be paid. Winners are encouraged to consult a tax professional. Property taxes and any tax prorations will be paid at transfer.
Your ticket makes you eligible for one entry into the Raffle for an opportunity to win.
You must be at least 18 years old or the age of majority in your jurisdiction of residence, whichever is older, as of the date of entry, and a living resident of the United States.
The chances of winning are based on the number of tickets sold. If fewer tickets are sold, the chances of winning improve. All tickets have an equal chance to win the house.
Ticket receipts will be emailed upon purchase.
No, you do not have to be present to win or have your ticket receipt with you. Winners will be announced by name, not ticket number, during the giveaway.
We will call you on the day of the giveaway. We will also notify winner in writing by sending a Winner Notification Agreement (“WNA”) by secure electronic communication or certified U.S. mail, return receipt requested, to the email and/or mailing address provided by the ticket purchaser. Each winner must accept the prize, “as is,” by signing and returning the WNA within ten (10) days of receipt.
The IRS has adopted the position that the $100 ticket price is not deductible as a charitable donation for Federal income tax purposes.
